Is Rogers lying about how much bandwidth I use or is it something else?

You must be referring to usage, not bandwidth. Bandwidth is the speed in which data is transferred. You seem to be measuring how much data you've used. One thing to consider is that usage goes both ways. I think that Rogers also counts uploading against usage as well. If your using torrents then you will also upload when you download. The program you use is probably just measuring downloaded content only.
 
I've been keeping track about how much bandwidth I use with a program (NetWorx) and noticed that yesterday, I used up about 1.54 gigabytes. When I checked Rogers, it said that I used about 1.78. I don't know what's going on. So I assume either...

Rogers is lying about how much bandwidth I am using...
Networx isn't synced very well (I installed it in the middle of Monday)...
Rogers is gauging bandwidth from another day...
Networx is only gauging how much I use up (other people use the internet)...

What do you think happened?
