Is the billing the same when you get an unlocked Verizon/t mobile phone for at&t?

So I was thinking of getting a blackberry for my mom. Maybe the tour, but we have at&t. On her phone right now she has a data plan and pays 30 dollars a month for it like any other data plan. So if we get an unlocked tour which is a Verizon or t-mobile phone and get it so its unlocked for at&t will her billing change every month? I dont want to get her this phone and then have the cost be crazy. Also, how will the at&t store handle a potential problem I might have with the phone if I bring in the unlocked phone to them. Will they refuse to help? Finally, if I get an unlocked phone do I have to keep updating things so that it stays unlocked or once it is unlocked it is always unlocked and you dont have to worry about it? Sorry for all the questions!

Hello, first at&t use GSM system and verizon use a CDMA systems and the networks are not
compatible, so if you want to get an unlock phone could be a t&t or T.mobile
now about the billing is she has internet the billing will not change because you're paying 30 xtra for data unlimited.
now update are always available but they dont have to be done if you dont want but it will make perform better.
