ive always herd that your microwave can produce harmful rays and to stay 4+ft away from it while it was running. was/is this still true?

Yes and no. Microwaves utilize microwave radiation to heat polarized molecules in the food you put in there. Thing is, while the radiation is dangerous, it's really not dangerous to anyone or anything outside the microwave. They're made to be perfectly safe, so you'll be perfectly fine standing near one when it's running. Just try not to end up inside it ;). I wouldn't bother keeping a particular distance away, just ignore the dangers, as you'll never, ever notice them.

So in conclusion, no. The microwave DOES produce rays that can be harmful, BUT they STAY INSIDE the microwave, so anything outside it is perfectly safe. Of course, once the food inside is heated up it's perfectly safe too. So just ignore it, as you'll never notice. They're perfectly safe.

If you have a microwave from 1960, this possibly could be true, but I doubt it. I do know that some of the first microwaves did not have safety devices and after a few instances of people doing stupid stuff like putting babies inside to dry them, latches that would turn off the microwave when the door was opened were introduced.

The type of energy that a microwave produces will not give you cancer. What it will do is cause certain molecular bonds to vibrate which in turn produces heat. With that in mind, if you are standing next to a microwave and you start to feel extremely hot INSIDE your body, you probably should move away from the microwave.
