Is the PS Vita more like an android than a game system?

So far, it sounds like an IPod or android, with Internet, music, an stuff like that. With the virtual store, will it be like the AppStore, with small games, or will it have full games, like the xbox, ps3, 3DS, etc.? Will it be like the PSP? I want to know before making a decision to buy it.
 
It's a portable games console. It's main use is for gaming, with these other things added on.

Its nothing like an Android, it'll be just like the PSP but better.
