Is the purchase and possession of tobacco in New York City (Brooklyn)

illegal if your a minor? Is the store that sells to a minor at fault or is it the minor's fault for asking for tobacco? And if you get asked for ID in the store and fail to show any, will you be fined?

Is the possession of tobacco illegal as a minor? After you obtain tobacco, is it legal to smoke it without being harassed and ID'd by police officers?

Yes, it is illegal for a minor to purchase or possess tobacco. Yes, the store can be fined as well. Both are breaking the law.

If you can figure out a way to smoke with being in possession, I suppose it would not be illegal.
 
If I recall correctly, if you sell or give cigarettes to a minor, you can get arrested. This basically means if a store was selling cigarettes to fifteen year old kids, they can get in trouble. I don't think it's illegal to possess cigarettes if you are a minor. You'll just get a stern talking to.
