Is there a reason my PC wont read DVD-R disks but will read CD-R disks?

I do have a DVD+RW driver, but its an old computer i was thinking the problem may be that the blank dvd disks are too advanced and they are 16x speed, would a disk with a smaller spped work. Im using Windows XP on a Dell 5150
 
You need to finalize the disk on the recorder that recorded it or it won't work in your computer or a different player. If you're trying to burn dvd-r at 16 speed, there may be too many errors keeping it from playing. Try burning at slower speed. Some burners are at risk from playing 16x disks and the laser will burn out. They will freeze during playback until the drive is finally damaged.

I like "Clone DVD" and "Any DVD" for copying DVDs. Those can be downloaded from"Slysoft.com". try those.
