Is there any way to get pictures off a phone if is hasn't got bluetooth or infrared?

If it has a USB lead you could use that to connect to a computer. If the phone has a memory card you can put the card in a computer's card reader and transfer the picture from there. You could also send the photos by multimedia message (MMS) to another phone that does have bluetooth or infra-red but this usually costs about 30p per picture.
A data lead would be a cable that either come with the phone or you can buy that will connect the phone to a computer, usually a USB or firewire lead.
