Is there limited capacity within the internet to...?

expand within? Or can its growth be unstoppable?
In short is the internet subject to restrictions upon its capacity to grow?

I wouldn't say unstoppable but I don't think there's much chance of it crashing like that investor suggested. Telecoms companies
are doing a lot of upgrades on the network to get better cabling and LLU isp's are doing the rest. Also as someone in the article said, they will always be finding better ways to manage the way data is moved around the net.
I'd just like to see the internet be made better use of, it's quite sad to learn how much traffic Youtube gets. CHOCOLATE RAIN....Oh no........

The growth is "limited" but the amount so is huge.

The internet is not centralized, instead of the internet going down, points would go down, like maybe the isp for a city might experience technical difficulties.
