Is there proof that Reparagen + Glucosamine actually helps rebuild cartilage?

As in, clinical evidence from trials and such. I tore some cartilage, and the advertising on the Reparagen bottle claims it's more effective than Glucosamine with Chondroitin. It also claims that it actually helps rebuild cartilage, which is the claim that I am most interested in.
 
Yeah I saw that too so checked. Apparently, it does.
Found this paper at the National Library of Medicine, done at Case Western Reserve:

Looks like it made arthritic cartilage cells produce IGF-1 which repaired themselves.
In a dish but still, looks good. Where do you get it?
Do they make any of the RNI249 in bulk for increasing muscle growth/size?
