Is this character rounded enough?

He's another one of my villains in my adventure/fantasy story. He has short, straight black hair combed down, with a few bangs, crimson eyes, a scar on his face next to his left eye, and a small earring clipped on his right earlobe. He wears a scarf under a long black coat draped over his back.

He's a cold hearted, merciless, and feared leader of an organization, who doesn't tolerate failure, willing to punish and go as far as to eliminate a member himself. He is well calculated and has a lack of fear and doubt. He enjoys dominating a situation and taunting often with dark humor. He doesn't take insults well and his temper makes him more dangerous.

He's not someone to trust, nor does he trust anyone himself. He keeps the organization members in line through fear, which most seem to have for him, likely more than respect. This caused members not to assist him during his fall. He felt no true attachments to these people and only views them as pawns, yet wasn't happy over them leaving him like "others" have in the past. He tends to claim he doesn't deserve something bad even if he clearly does. He is known to reward good loyalty and strength however. While he isn't above it, he prefers direct confrontation over manipulation.

In his childhood, he was the opposite, as he used to be happy and goodhearted. He grew jaded and cynical, for unclear reasons as of now.
He can be considered a bully as well.
