Is this D.C. plutocrat proposed "cut" in military spending an attempt at humor?

The US annually donates $741 billion in working class tax coffers to military. This is 46.5% of total GLOBAL military expenditure (see pie chart slightly down the page and just under the graph):

And a $78 billion "cut" over five years amounts to a measly $15.6 billion cut per year -- or 2.1% ($15.6 billion / $741 billion = 2.1%). Will this at all nudge the massive red-colored terrain on the above referenced pie chart?

So, it appears that your US rich class owned and operated military industrial congressional complex is attempting to build comedic skills. Is Vegas the next booking for D.C. plutocrats?

USSR went bankrupt fighting the 10 yrs war in Afghanistan. We are headed in the same direction within a matter of months. The terrorists are still gonna be extreme towards us and everyone else-we need to exit Iraq and Afghanistan NOW.
 
looks more like a way to bankroll the military despite the fact that deregulation has led to more and more taxable payrolls being outsourced, a situation that will continue to happen until we can't afford a military.
