hi, my next door neighbour has an absolutely beautiful dog, only like a year old, but the problem is after she grew up and no longer a small cute little puppy, theyve just thrown her outside, they never go out to see her, i think she has only been walked 2 times in her entire life, no shelter from the cold or hot, she has a water bucket that is only filled up from the leaking tap over it and never cleaned out to my knowledge, they throw a bag of dry dog food outside once a week and just cut off the top and thats how she is fed, i feel so sorry for her as i cant go out the back to play with my dogs because she just cries uncontrolably, ive been so close to crying myself just knowing what she has to ut up with. well my question anyway is , is this neglect? or anything illegal? i live in victoria, australia and i cant stand to see their dog like this anymore, i dont necesarily want the dog taken away but i just want them to realise that its wrong to just buy a dog because its cute then not give any attention to it ever. also if there is someone i can contact about this who ?
