Is this pedigree a fraud?

Under the conditions of the AKC, the yorkie comes in NO parti colors and can not be registered as such(as stated here: http://www.ytca.org/faq.html#A)... but in this website, http://www.fantasyyorkies.com/Checkers.html theres a yorkie registered as a Black and Tan Parti Color and so is his father... so is this pedigree a fraud/fake since Yorkies can't be registered as Parti colored?
