To be techy you can damage a sub both ways but safer to be over rather than under in power.
A voice coil is a COIL and will heat up just like a radiator when an amp that is under powering a sub produces DC Current . Over power produces to much throw on the sub which will make it pop
this can be tuned down/out as the sub can only take the amount of power it needs you can go less gain but an amp that is under powering a sub CAN'T give you more gain .
