Is "To hear with eyes" a metaphor?

I am writing a short paper on the use of metaphors in Shakespeare's Sonnets 23 and 24 and was wondering if Shakepeare's line in Sonnet 23 "To hear with eyes" constitutes a metaphor. Sonnet 23 concludes:
"O, learn to read what silent love hath writ:
To hear with eyes belongs to love's fine wit."
I would greatly appreciate help with this question. Thanks.
