Is unpaid overtime and vacation illegal?

I just quit my horrible job today and am curious. I'm in Colorado and wondering if I owe a company money on a tool balance or a pay advance, that they have a right to only pay me time? Not time and a half? There is no written policy or company handbook policies that state they have the right or an agreement with us to do so? There is no company handbook or policy book I have ever seen. This owner just changes the rules as he goes. The first year also, I was going to have a week paid vacation and they took that away two weeks after I earned it, claimed they couldn't afford it and they would make it up next year. That was 2 years ago. I was entitled to it, but don't have any policies or anything in writing at all. I am going to file a complaint with Colorado Dept.of Labor for unpaid overtime and unpaid vacation. Just looking for any help to help me and several ripped off employees get what we were promised and have a right to, such as the 1/2 time we were never paid?

So bottom line questions are.... Can they not pay us overtime if we owe money to their company? Can they take away vacation time that was owed my first year but a verbal policy change now restricts my payment?
