Kawasaki GPX600R 1988ish - Gears - 1 up, 5 down?!?!?

My house mate recently bought a non running GPX600r and within 2/3 hours we got her purring nicely. But when trying to ride it, I couldn't find the gears. I recently discovered that it's up into 1st, then down into second, 3rd etc... Is this normal? I've been riding since I was 12 and have never seen this!
I'm a UK resident. So European import sounds likely...
 
Could be a european or asian version. Any thing manufactured for sale in the US has been required to be in the other direction since the 60s or 70s.
