LG shine problems cant recieve pics?

when i try to receive a pic or send a pic on my phone via text message it tells me service unavailable
 
Contact your network provider as they may need to provision your account for picture messages or even send you some settings.
 
You cannot send them thru text messages. You have to send them as MMS and to do that you must have internet access
