Lifter noise on Dodge Intrepid?

I am car shopping and i saw an ad for a 2002 dodge intrepid going for 1900. Sounds like a good deal but the only comments made on it was "runs good but has a lifter noise" What exactly is a lifter noise? Can it be easily fixed? Is it even worth buying?

HELP CAR PEOPLE!
 
It's not exactly cheap or all that easy. The camshaft and all of the lifters (12) should be replaced.
