Local tobacco store regulation?

I would like to open a small retail store that would included merchandise like cigars, cigarettes, and glass pipes and water pipes used to smoke. How would I go about finding the specific ordinance that would tell me if I'm allowed to sell the tobacco water pipes? I live in historic downtown Charleston, South Carolina.

You have to check the city ordinances, but a simple call to someone in Business Licensing at City Hall could probably tell you off the top of their head.
