Low on iPad memory not many apps?

I have the iPad 3 I have 21 photos and 20 apps. I have version 5.1.1. I have the 16gb model but now I only have 2.1gb how can I get my space back. I have a iPhone 4 that's 16gb and I have about 46 apps and I still have 6gb.
I have I only have the apps I use and the photos too but I still have 2gb
 
get rid of unneeded apps & save the photos to a laptop or external hdd
