Message: <blockquote data-quote="Caninelegion" data-source="post: 405910" data-attributes="member: 181236"><p>The state and local authorities bungled the planning process so badly that the federal government had to do it all.  The federal government is a huge, bloated bureaucracy so one cannot expect much.  However, given the state and local fumbling, I doubt that McCain or any other President could have done better - just too much red tape.  Like most politicians who are not radical liberals, he does care but he also needs votes and one has to show how one is different then the other guy to get them.  This was a two-birds, one stone thing.</p></blockquote><p></p>
