mercedes c-class 240 auto purchased new 2001.as soon as ignition is sw on

headlights come on & cant be sw off. have taken car to mercedes dealer twice to no effect. this problem has only started in last 12 months. I have pulled the 2 plugs in the sensor on the windscreen to no effect. I do not see any other c-class on the road with this problem? Without ignition sw on light sw works normally.
 
in germany,sweden,belgium,ecty the side lights come on with the ignition as a safety device,if the headlights do as well(i mean dip)then probably a dodgy relay.
