My Mitsubishi Galant 2002 blows only cold air. Earlier it used to make a crackling noise when the knob was moved from cold to hot, but hot air used to blow. These days it doesn't make any noise when I move the knob and only cold air blows. Is it a problem with the Heater Valve or the Hot/Cold water pump needs to be replaced?

HI
First I would check the level of the coolant in the radiator its self not just the overflow/catch tank. that is a common cause of no heat .. Low coolant..
with the motor cold the coolant in the radiator its self should be all the way to the top or no more than 1" from the top.. if this is good it could be a bad control door.. cause by a vacuum leak as most of the doors that change it from hot to cold are operated by motor vacuum.
FYI
There is no Hot/Cold water pump there is just one water pump and an A/C compressor.
EDIT
OH if it is low on coolant you may have a leak in the heating system.
good luck

Its the heat control valve, these often rust up, and sieze, try some WD40, on the fitting, its normally in the engine compartment and mounted on the bulkhead wall, you could also use a pair or pliers to free it, there is no pump involved .
