Mp4 not playing on iPhone running ios 3.1.3?

I noticed that recent mp4 files are not playing from sites that I download or try to stream from them while on iPhone but when I search for older mp4 vids they work perfectly but the newer one don't I am running ios 3.1.3 with a jailbreak
