My 3 Month old rat terrier?

No matter how many times I tell her no, it just doesn't register with her. Im not sure what to do with her. She doesn't bark thank God. Only when she's trying to beat up my dad's 12 year old maltese. FYI- The maltese weighs about 14 lbs and my little rat only weighs 5. And she's the only dog Ive ever owned that didn't understand the concept of stairs or leash. She wont climb up one small step into my room or to get out of it either. She's very hard headed. Can anyone give me some advice. She seems to be the opposite of everything I read about rat terriers.</p></blockquote><p></p>
