my brothers laptop dont start up?

it says this windows failed to start. A recent hardware or software change might be the cause.To fix the problem:

1. insert your windows installation disc and restart your computer.
2. choose your language settings, and then click "next."
3. click "repair your computer."

if you do not have this disc, contact your system administrator of computer manufacturer for assistance .

and we ant got a disc windows is windows 7 its a dell inspiron ant had it long

Call Dell support. You can get support from them during the warranty period. You will need the service tag (on a sticker on the bottom of the machine). Here are the numbers:
