My cat appears to like scratching at my area rugs in the dead of night....?

My cat Apollo has kept myself and my boyfriend up now for days. Some nights are worse that others but recently he has taken to clawing at the area rugs in our kitchen and living room (we have hard wood floors). Unfortunately beyond being exhausted, we also live in a apartment where someone is below us and and above us, so the noise is distracting all around. I have used a spray bottle previously and firmly said "No" but he doesn't react to that. I refuse to declaw him in case he sneaks outside which he has done in the past but I am in need of a good night's rest. Putting in earplugs would help but still be loud enough for the other tenants to hear. What can I do to have him stop flipping out at night?
