my cat gave birth last night and i do not think the runt is eating enough..?

I am afraid that the poor thing will die if it does not eat i tried to place him by the nipple but it wont latch on so what would be the best thing to to?
i am kinda afraid to touch him hes so tiny sooo what do i do?
please help i love cats and DONT want a dead kitty :(
