My Computer doesn't read cd's/dvd's ?

Basically whenever I put a cd with files on (like pictures) it tells me to burn the cd (and I'm pretty cure that the cd has files on because I already tried them in other computers and they contain files and work perfectly fine. While when I put a dvd it asks me to change region 1 to region 2 (what does that even mean) and even if I change the region/ country it still won't work.
I have a windows 7. Can someone help me?
 
Well hmmm your optical drive may only be a burner which burns info to disks and if so you will need to buy a burner reader and writer optical drive, or your optical drive might just be broken if so buy a new one that burns reads and writes:)
