my computer says "cant locate operating system"... how do i fix that and/or...

...retrieve my important files? it is a hard drive from a compaq computer and it has windows xp service pack 2 integrated... ive tried slaving the hard drive to another computer running windows 98 but it would only read 5 gigs of my memory and none of that were any of the files that i was looking for... it seemed like it was only allowing me acces to the "d" section of my hard drive. ive heard that this is due to having a startup profile password in place but im unsure. This is probably important, this happened after i had not been connected to the internet and for a while and ran a spyware removal.... upon restart after spyware removal it went to black screen and could not locate OS... any help would be appreciated... I would really like to not to have to pay to fix this...(money is tight)
 
For a start a HDD has nothing to do with memory, Why not just format it and install a new OS on it
