My computer won't recognize my bluetooth device.?

I've already downloaded Bluesoleil but the actual windows component can't fine the adapter even though it is plugged in. [FYI its just so i can print wirelessly and even though i can use Bluesoleil it won't find the other adapter in the printer.]
