My dog has a black scabby thing under his fur and we cant figure out what it is?

It doesnt look like a tick but it could be for all I know. Its getting bigger and Ive attempted to pull it off but dont want to if its not a tick. Its black and has the texture of a dogs paw pad. Any ideas?
