My dog has submissive urination when being greeted outside?

I have a schnodle that is house trained and has no problem greeting people who come into our home or she meets up with at the vets office.
When I take her out for walks people often want to come and pet her as she's excited to see pretty much anyone and shows it with her wiggling around at the sight of a human.
Of course when the person shows gets close enough to pet her Cindi starts urinating.
Is there anything I can do to make Cindi stop being so excited at the sight of a human.
Its getting to be embarrassing but at the same time I know its not a voluntary response she's having.
I know if its an indoor problem your supposed to have the dog greet guests outside the house but what do you do when the problem is outdoors only.
 
You may have to deal with it, I mean she is just excited. I believe one time a relative of mine had a dog that vomited from excitement so for you it could have been worse.
Or you could take her out more often so she can get used to seeing more and more people so often.
 
She's not peeing on the people is she? I mean it is outside. If its a submissive thing it is probably because she doesn't feel as secure outside. Animals will urinate on themselves as a defensive mechanism, even humans will. Leave her outside for a long time until she realizes its ok. I'm not sure those little designer mutts are weird.
 
Don't let people pet her or make eye contact with her.
