My dogs whines to come inside, and even holds having to use the bathroom to

stay at the back door? We have 4 dogs, and my older dog (4 years) will just sit at the back door when he goes outside. The other dogs go out to play, and he just sits there and whines. He will go out to pee, but will come right back to the door. There have been a few occasions where he will hold his pooh, and go in the house when he can't hold it any longer. Most of the time, when we let the other dogs out in the backyard, he will act like he is going out, then run back in the house. I don't get this, and don't know what to do. Is there any way to break him of this behavior? He will go out there if I go out there, but as soon as I come in, he is whining. Oh, he is a boxer.
Thank you all for the answers. I will follow up and say that he is not a new dog. I have had him since he was a puppy. This behavior of not him not liking it outside kind of came on all of a sudden, about 2 years ago. He went with us to a baseball game, and whined the entire time. Now, he will let all the other dogs go out, almost like he is trying to get them out of the house, and then he will run away from the door. He used to love being outside, and wanting to go out, but now will only want to be out there when I am out there. Every now and then I will catch him out there playing, but as soon as he sees me, he comes to the door and whines. It's kind of frustrating. Especially when he doesn't use the bathroom, and you know he has to. But, I should add that it is rare he uses it inside. Just every now and then, but when he does, it is baddddddd...
 
Our newest dog will do this (or just go pee and poo in the garage if I don't go outside with him) but he's only 8 months old and we got him off the streets after 3 other families had him.

How long have you had him? Has he always done this or is this a new thing? If it's a new thing he could've gotten hurt outside and is afraid to go back out.
 
Yes there is. Put a leash on him and walk him till he poohs then praise him for doing the right thing.
When you get up in the morning, take your dog out. Walk her/him till elimination occurs, then praise him/her, a lot. Give a treat. Walk your dog again midday, afternoon and at bed time. Always stay with the dog so when she/he goes you can give praise . At this age old you should know your dogs looking for a spot behavior. When you see that behavior, get him/her out. Any time elimination occurs outside, give praise. If you catch your dog in the act inside, say no and get him/her outside. If you find a puddle or pile after the fact put your dog in another room then clean the spot with an enzyme cleaner to get rid of the odor, not cover it up. The reason for putting him/her in another room is if your dog sees you cleaning up after her she/he will think that is your job. You must be diligent and consistent. Make sure you implement a feeding schedule, if your dog eats at the same times every day she/he will poop the same times every day. At night time or when you are gone, crate train.
