My hen won't sit and hatch her clutch of eggs. Anyone know why?

Well, I have two young hens and a rooster. The hens are less than half a year old, and the rooster is about a year and a bit old. The hens have been laying eggs for a while now, and I have been trying to make them sit and hatch their eggs. I was trying before to let them form a clutch instead of taking the eggs so they would hatch, but everytime something would happen to the eggs. Now they finally have a clutch of about 9 eggs and she wont sit on them. Im worried they will rot before she sits on them :( anyone help please?? thanks :)

This is because she is not broody, usually i lock my chicken up in a confined area ( enough room to walk and food and water space.

put a shelter over the nesting area because the hen may not feel safe in a wide area and place confotable hay in there, this should help in wanting her to sit on her eggs :)
