My internet is slow eventhough its speed is at 8Mbps.?

We have 2 computers that share the same internet one has vista and the other has xp, every time i want to play an online game my ping starts to grow(lag). My friend is always downloading something so i can't play(with my vista computer) . Is there any way i can even out the internet connection because i only need like 2Mbps of internet speed to play online???
