My internet speed is very slow even though i know it can be a lot faster!?

My internet speed can reach 4 Mbps, or so says the speed test on uTorrent. Anyway im wondering why my comp is so much slower then what it says, i usually download speeds at 150-300 Kpbs (.15 - .3 Mbps). And please dont bother with correcting me im after answers not your criticism. and please no software downloads, i know none of those actually work. Im running cable and ive used device manager and optimized it but everything is still slow.
 
your speed is fine.

your advertised speed is 4 megaBITS and your download speeds are .15-.30 megaBYTES per second. that's actually not bad

for example on my much slower verizon dsl with speed of 768 k (that's kiloBITS--1 megabit is aroun d1024 kilobits) downloads only go at around 60 kiloBYTES per second.

do a speed test @ http://www.speedtest.net to see your result in kiloBITS (you should get around 3000 or 4000 which equates to 4 Mbps speed you are paying for)
