My iPhone again . Water Damage, rice ...?

So if it's been a year since I dropped it in the toilet, and I haven't touched it since, then can I stick it in DILLUTED WATER, then in rice? I heard that works... If not, is there anything I can do?

If you were in a bath tub and a plugged hair dryer falls in and I was able to pull it out and save you, can I throw it back in? lol...

The battery is still connected; I would not put it in any type of liquid...
