My Nokia 1661 phone says "not charging" when I plug it in, please help?

I recently have started using a Nokia 1661 phone because my other phone broke. It worked fine, I had no problems with it. Then a couple days ago the flashlight on the phone turned on and would not turn off, no matter what I did- I tried everything. It still hasn't turned off. As soon as the battery is inside the phone, the light turns on right away. I have no idea why. And the charger worked just fine while I was using it up until now! Yesterday I plugged it in at a friends house and the phone lit up and said, "Not charging". I plugged it in to a bunch of different outlets and it still doesn't work. It won't work at my house either. What is wrong with my phone, and what can I do to fix it?
