My paper mache keeps rising on what I'm trying to layer it onto. What can I do?

I'm trying to layer paper mache onto a small case, so I can paint it white and then draw a design onto it. However, it keeps rising off the case when it dries! Any ideas/alternate methods?

Less paper more glue. Or try evening it out.
