My photo share/file transfer quit working, about a month ago. I've reinstalled

updated, tried everything HELP I've even tried some of the things others have answered with, like reloading with protection off, firewall off, and updates and Beta 9 edition. Nothing but lil grey boxes except on my friends list, highly pixelated blurry photos. File transfers stop at 12 kb.
