My rhythm pick-up doesn't work and all i hear is static. Why?

Hi, i have an epiphone les paul standard with 2 pick ups. when i turn the guitar to the neck pick-up, all i hear is static from the amp, and when i try to play, nothing comes out. also, i put my finger on one of the neck pick up "dots" and it made a static "bump" sound. why is this?
