my son has a 2002 chevy caviler what's wrong?

its not a freeze plug. thats an old myth. the auto manufacturers put them on so they can access the cylinders and pistons, those freeze plugs wont move. you probably have a busted water pump gasket. so basically replace the whole setup (includes water pump).

it is throwing coolant out the right side of the engine onto inside of the wheel, over heating and puts out cold air what could it be?

Waterpump perhaps.

The air is cold because the coolant is low from leaking out.
