Name of witch children's book - Illustrated book, funny/silly/gross?

I am trying to find the name of an old children's book about witches. The cover was a witch on a broom in front of the moon. The book had very detailed pages and I believe was about a witch getting ready for a halloween party. The book had an almost "wheres' Waldo feel since each page was very detailed with all sorts of witches doing funny/gross things.

Any ideas? It had to come out around the 90's.
