Need DirectX 9 on Vista Sp2 Machine, without active internet connection.?

I have a freshly formatted machine with Vista 32 bit os installed, without an active internet connection. Again, No Active Internet Connection!

I need to install DirectX 9, so that games will play, but I have been directed to download the DirextX Redistributable installer, but once I get that, I have no clue what to do with the files.

I need serious help, fast!
