Need help with a certain citation?

My teacher says that if you do not know the author of the article, use the first word of the title; however, I have two sources with the same first word, so how can I differentiate between the two?

Here are the titles:

"Apartheid Sign English Afrikaans"
"Apartheid Sign in Athlone"

Would I chose "English" and "In"?!
