we got her 2 days ago and she is about 7 weeks or so old problem is she wont pee outside ,we will see her start to pee on the carpet the pick her up and run out side put her on the grass and wait for her to do sonething but she does nothing and we wait for at least 15 min so please if you know of anyway to get her to go pee outside please help i know she is still a baby but why does she start but then not need to finnish when we put her out side also she keeps scratching ,we cant find any flies but on her ears she has skin that looks almost like its peeling and thats what she scratches so we thought it might have been a flie but what can we put on her to stop the itching please help

sorry forgot to say we are taking her to the vet this afternoon for all her ingections etc....
