New Cell phone for T-mobile?

I want to get a new cellphone for T-mobile. Can I just go to any cellphones store or order a phone from sony and use it on my old simcard. And how do i unlock a new phone? Does it come unlock or you have to call up T-mobile and tell them you got a new phone? I want to get a new sony ericsson cybershot cell.
 
if you buy it directly from the site they usually come unlocked, or you can check ebay or amazon for one.
