New Puppy Won't STOP whining?

We recently adopted a 9 week old half husky mix puppy. At first he was fine and now two nights later we haven't gotten any sleep. We've fed him and watered him and he even uses the puppy pads but he whines ALL THE TIME. We tried putting him in the kennel at night with the ticking clock, the blanket that smells like his mom and a warm water bottle. But he just keeps on whining even when he is out of the crate. We pick up him up and he's fine but then you put him down for a minute and he starts screaming again. This last night we've even tried putting him in bed with us but he doesn't sleep he just sniffs around then starts to howl. This morning I brought him to the vet and she declared him fine I just don't know what to do? I'm at my wits end! I've read the websites to just put him in the crate and ignore the whining but now its starting to annoy the neighbors(they've come over twice over the whining and screaming). And I have to admit its getting to me also! I've had three days with no sleep! I'm at my wits end. I have another dog and he whines so much he even scares her and she's tried to lay by him to comfort him and he just keeps on whining/screaming so much that she takes off now. I don't know what to do? I've tried everything!
